Go to aqua road.

Next to the dolphin is a entrance (No warp thingy)
You can buy mounts there (As well as the saddle)

You have to equip both to use the mount. (Saddle and mount, Not both mounts))

Go to Aquarium and talk to Dolphin and learn how to ride mounts. Then go into the weapon shop and talk to the turtle man and then buy a sadde and a mount
