Mortal blow Empty Mortal blow

Ok i just made a new character and it is a sniper now
i went to max my skills and they maxed all except
-Mortal Blow, Now i cannot use arrow eruption
- Final attack, yes i know this is from crossbowman

Can some1 help me im desperate

idk how to explain it but. wen you get close to a monster & press attack or w.e it jus uses mortal blow. & yes mortal happends randomly
